Default HV Menu - why do you need the function Go() {return} right under the <body> tag?

The HV Menu requires inserting function Go() {return} below the <body> tag in the html document. It also requires the external javascript files exmplmenu_var.js and menu_com.js to be right below the <body> tag. I cannot understand how they work that way because the normal way to use external scripts is to put them between the <head> and </head> tags and insert the line window.onload=Go in one of the external scripts.
Can someone please explain the way HV Menu works and why they only work in the body of the document?
