    That's flash.
    www.flash.com

    EDIT: The main page, anyway.
Scrollbar colors/styles are CSS based, and that should be easy enough to google. Not sure myself, sorry.

However, you must know that they are IE only... won't work in any other browers, from what I know.

Those are cross browser custom scrollbars made using css (including background images), and javascript. Not flash, not actual scrollbars and not iframes. The elements involved are divisions (<div></div>) which, by themselves, are pretty much the most generic type of element in HTML. It is the styling that makes them look like they do and the script that makes them work like they do.

Ive seen that sort of thing elsewhere and I'd bet that if you Google custom scrollbars you might find examples that you can use but, you will have to weed out all the hits you get for IE's proprietary custom scrollbars.

The one upside to the IE only scrollbars is that they're easily compatible with other browsers... they just get defaults.
So... its easy and will never give errors... just won't always be pretty.

But if you can code something more, that would be cool as well.

In fact, that link has some tool bars that seem somewhat image based... not just solid color on the scroll bars... more of a pattern.
