It's known as a favicon. There's a tool to help you make your own here.

Simply upload it to your webroot as favicon.ico. It may take a while to appear on Internet Explorer.
That is to say, yet another browser bug.That's it! Note that your favicon may not appear immediately after you've completed the above two steps. In fact, it may take a few days, and in IE, sometimes the favicon will disappear from time to time due to a browser bug.
