need help with aligning hv menu in template

Hello,

I am using hv menu for my website. I want them in the center of the page inside a specific colored bar. I was able to do this but the issue is when I make the window small the bar extends which is looking really bad. Is there something I can do to make it work? Should I use a different menu? if yes, which would you reccommend. Which are better to use css menu's or scripts? will using css menu not create this problem? I need to correct this fairly quickly.
