using mini window scrollable content with a picture

i have a website on wich i use a picture. withing that picture i want to use the miniwindow with scrollable content. but i have no idea where the script should go then. so i decided to use a layer. which looks fine in firefox, but not in IE. www.moondesigns.nl/index2.html is where you can find it when you click on the disclaimer menu item
can anyone explain to me how to do this without using layers?

Could you use a table, set the background of the table to the image, then add a cell in the middle, holding your content? (or, for content, you might want to use an iframe)

Your page times out when it tries to load.
