This isn't related to graphics unless I'm missing something.
Umm... put an image on your page. You're done.
If you want it fancier, then just use Javascript to randomize the image every 5 minutes or something... that's it.

If you mean how to serve ads on your site, basically you'll need to install an ad script. The most popular (and free) open for php is PHP Ads New: http://www.phpadsnew.com

Do you want YOUR ads, or someone elses? They'll give you the script if you're using someone else's.
