Drop Down Menu Across Frames?

Is there a drop down menu that has sub menus that will cross frames?

So you don't have to create 3 frames, one for your menu, one for your submenu, one for your data pages.

When you have long sub menu lists, it looks strange to have the pages popping up way below the menu.
