Need help on dvd burning

Wasted several disk with ImgBurn for making a bootable Windows 7 USB. The DVD can be burned and no error message but can't boot the disc from the computer.

Why not use Rufus or Active @ISO burner? as i know,they are good at burnning bootable DVD.For ImgBurn,it's only good at burning USB.

Rufus can only burn USB sticks not DVD. Do you have any ideal about the rufus alternative suggested in this post: https://www.uubyte.com/alternative-to-rufus.html

Try using the Nero ROM program (the program is not free, but there is a trial period of 30 days)
or free DAEMON Tools Lite, this is a proven and reliable method
