Double menu on the website

I would like to ask about the possible use of the menu script from this link above. The menu was to be on the two sides of the screen as the screenshot.
In the responsive view, subpages would be in a visible div with a picture like on the this screenshot.
In contrast, two responsive menus below as on the this screenshot
In what script to load pages into a div with an image?
Normal loading <a href = "..." ...> .... </a> does not work
