No, they can be used by anyone. Click User CP, then Edit Avatar.
The ranking system, based entirely on number of posts, goes Student, Teacher, Professor, Mad Professor.

Actually, avatars are limited only to members who are "teachers" or above. It's a bit confusing, because vBulletin shows the image upload button for all members, though in actuality, only the above usergroups will show it.
