SMS Site

Hi,

I was wondering how a SMS site (or is it a SMS Portal) simalr to that of sms.ac is created, and how it works.
Could someone with some slight ideas mind sharing them.
Also are there any ready made solutions one can purchase? If so do you know of any?

A little Googling leads me to believe it is done with a server running SMS software, the Windows version of which has this home page:
