How to add CSS dropdown menu over an image

Hello! I am getting rid of .swf animation on my personal website (www.rockinrick.us about time). The menus are included in the animations. I've Googled how to add a CSS dropdown menu over an image, but can't seem to find the answer. I've included a screenshot of the menu effect I'm looking to recreate using an image and CSS. Any help is appreciated!

Your website code is pretty outdated. I would totally ditch that menu using tables and use a responsive pure css menu.

yeah I know it needs code updating and general cleanup. I've let it go for awhile, but would like to keep the general layout and want the menu over the image as it is now. I'll keep looking for an answer.
