Vertical Scroll News / News Ticker (data from external text file)

Dear All,

I would like to have one CODE that does the "Vertical News Ticker" with the contents available in an external Text file.

i.e. whenever I changed the text in a text file that should automatically be appearing in the related news ticker.

For example, in my notepad file (NEWSTICKER.TXT),

Text "Message 01" href "www.aaa.com/aaa.html"
Text "Message 02" href "www.bbb.com/bbb.html"
Text "Message 03" href "www.ccc.com/ccc.html".

The purpose of this is, I do not want to go the jscript file or some other file, instead I just want to simply do the changes of the news ticker using the NOTEPAD FILE.

Is there any solution??
