Smooth Navigational Menu (v3.0) not showing button to open mobile menu

Upgraded older script on a large site to take advantage of mobile menu, cant get the open menu button to show.

After further troubleshooting, im seeing this in the console:

Hmm at a glance I don't see DD Smooth Menu on that page...
