Updating your site through a text file?

Im creating a website for a guy who doesn't really know much about html or css, and was wondering if I could have the news section update through a text file. What I had in mine was the guy would just put in the news he wanted in the text file.

I'm thinking this is not a DD script question and something better done via server side includes. Find out what server side languages you have available (like PHP, asp, etc.) to you through your host and post your question in a forum dealing with that (or google for an answer).
