how do i set a option of 'BROWSE', so people can select a file?

how do i set script which when selecting a button, it gets sent to a email address.

for example: on a web page, when the person has selected there chosen file, and then clicked on sent, it will get sent straight to a email address.

The former is accomplished with a file input:

<input type="file" />

The latter is slightly more difficult; you'll need to use a form of server-side scripting. See here for one possible solution.

The input element needs to go inside a form. If you don't know how to use PHP, or if you don't even know if you have PHP, see php.net and read the tutorials.
