    Does any of you know how to create a responsive CSS for wordpress?

    What do you mean by responsive CSS? Can you give an example?

    I used framework css Bootstrap v3.1.1 for my website. (wordpress)

    I agree with nseo90 -- you can easily implement Bootstrap into Wordpress.

    You can use a Wordpress theme framework that already offers Bootstrap built in like Genesis. There is also a free HTML 5 starter theme that is responsive. The theme name is Bones.
