Default Allowing pre-authorized users edit web pages.

I am a novice, but I am trying to find the simple coding that would allow me to pre-authorize certain users to be able to edit posted web pages and have those changes saved. Any ideas?

I am using Frontpage 4.0. I downloaded Joomla 3, but am having difficulties with using it because of my lack of knowledge. I kind of need something that is simple. Any help would be greatly appreciated.
