If you want to learn the principles of art and underlying concepts of design, then you might like to pursue a college course/degree in the art field. Contact your local college to see what courses they have available or you might be able to find some online courses that focus on a similar discipline.

If you generally want to learn how to use a specific graphic design software, there are tutorials online that will help you., although if you have a specific question then somebody may be able to offer guidance here if you advise what software you are using and what you are trying to achieve.
