"Initializing Ticker. . . " status, seems "stuck"

3) Describe problem: Obviously, this is a problem on the CNN side of things. The BBC side is ok, and scrolling like normal.

I just wonder what I can do, at this point.

That code is really old. Apparently CNN has updated their feed such that it no longer works with that older code.

I suggest using a completely different yet very similar looking (on the page) script (right click and 'Save As'):

rsspausescroller_pie.zip

The included demo page has a working example of that very same CNN feed. It also includes a second feed that doesn't work. But that's because that second feed is currently empty, no reflection upon the efficacy of the code.
