Alternate Vertical Scroll Indicator not Appearing in Google Chrome

3) Describe problem: When using the Google Chrome browser, I do not see the translucent position indicator for the vertical scroll. I can't seem to figure out what makes this element visible for Google Chrome.

I did notice that the script page displays in Chrome. However, when I tried implementing this scrollbar for a specific DIV within one of my pages, the element that would indicate the vertical position doesn't seem to appear in Chrome. I am not sure what bits from the script actually enable Chrome to display the vertical position indicator.
