alternative to .htaccess

Hello. I just discovered that my web host doesn't support .htaccess files. Is there an alternative way to make custom error pages and password protect directories?

If your host won't allow you .htaccess files, then I strongly doubt if they'll let you edit /etc/httpd/conf/httpd.conf either, which is your only other alternative.
