Are you asking how, or telling us it should be done?
Generally the z-index style of menu elements can be the default (0), as long as they don't end up underneath each other in undesirable ways or underneath other things on the page that might have a higher z-index.
10000 is pretty high, that should cover most things.

Some z-index value to be placed under .jquerycssmenu ul li ul so that if a div below the menu has some z-index.
Well yes, that would be a case where you would do that. Any time one element covers another, z-index is usually the solution.
Have you setup your menu to your satisfaction, or do you want help with it?

I have already used this script for around 50 websites (and this menu script is easily adaptable for wordpress' default menu).
