scroll/drag video left and right

Hi,

Is it possible to emulate the kind of mouse scroll/drag functionality that you see here and here with video? So is it possible to have a little video load and then you're able to scroll/drag the video back and forth in the same way that you scroll those images in the example links? Like, imagine that in place of the bike in the first example, a video like http://youtu.be/gdlFrZxagf8 loaded and then you could drag it back and forth (or maybe even arrow hotspots at either side so that you could scroll the video back and forth). Is something like that available/doable? Thanks.
