To be honest, 600 items sounds like a massively inappropriate quantity for any kind of menu. Anything over a dozen or so links, and you've got to ask "is it time to re-organise?"

Without questioning your website content categorisation and structural heirarchy, I really suggest that you look into other ways to delivery your item listing to visitors - maybe the parent menu button could just open a web page that lists a (paginated?) archive/table for all those 600 resources? Something like that is going to fair better with impatient visitors, either with or without an internal site search engine - after locating the parent category they could just do a "find-in-page" search, for example. 600 menu buttons (and then some) is going to cause major frustration and confusion and I imagine it would be a pain for you to maintain too.

After doing a google search, there seems to be lot of mega menus out there but one thing they all have in common is they have a limited number of categories. This like Beverleyh said will make it easier to set up.However all of these use javascript/jquery also.

You will need to carefully think how to set up the links so they make sense and belong together .I would not use a menu like you posted because it would be really big and confusing( to make and use).I downloaded on and it's different configurations .Here is what I found. http://www.web-user.info/test/mega/index.html

There are tons of variities of this type out there and I would do a search if I was you and find one to suit your needs.
    Thanks,

    Bud

    Hello Rajan,
I don't think any normal menu can handle what you want. You could put all your (links to your) items in an iframe that woud display when a button is clicked (and hide when another button is clicked).
I maintain a website that has an enormous amount of menu links too, and resolved the problem that way, see this.

500-600 items may be too many to load all at once with any menu, though if you must with this one, you might try adding scrollbars to the UL in question to enable scrolling:

    Code:
      <li><a href="#">Folder 2.1</a>
        <ul style="max-height:300px; overflow:scroll">
        <li><a href="#">Sub Item 2.1.1</a></li>
        <li><a href="#">Sub Item 2.1.2</a></li>
        <li><a href="#">Sub Item 2.1.1</a></li>
        <li><a href="#">Sub Item 2.1.2</a></li>
        <li><a href="#">Sub Item 2.1.1</a></li>
        <li><a href="#">Sub Item 2.1.2</a></li>
        <li><a href="#">Sub Item 2.1.1</a></li>
        <li><a href="#">Sub Item 2.1.2</a></li>
        <li><a href="#">Sub Item 2.1.1</a></li>
        <li><a href="#">Sub Item 2.1.2</a></li>
        <li><a href="#">Sub Item 2.1.1</a></li>
        <li><a href="#">Sub Item 2.1.2</a></li>
        <li><a href="#">Sub Item 2.1.1</a></li>
        <li><a href="#">Sub Item 2.1.2</a></li>
        <li><a href="#">Sub Item 2.1.1</a></li>

For someone who browses via iPhone quite often, a 600 item menu sounds very, very daunting. My poor little fingers would probably get worn out, LOL

Whatever solution you find for your menu, I hope you include a sitemap and internal search to help we touch screen types out
