How To Stops Windows SP2 From Blocking Content?

When ever I use java or css Windows SP2 Security blocks the page content. Is there anyway around this so my visitors dont have to bother with clicking on the link to allow blocked content?

I presume you mean Javascript.
This only happens locally; once you upload your page to a webserver, it shouldn't happen any more. You can also give your page "the mark of the web" like so:
