    It's slightly relevant. We call that "poor formatting" and there's an infraction/warning for that. This person you're talking about probably received one or more warnings, and possibly an infraction for that. If it was truly unintelligible, then the post was probably also deleted or the person might have been given an opportunity to clarify the post.

    If the spam on my site were the result of a spam bot then I would attempt to install some script to block it. It looks like the spam is being blocked adequately, but I am now encountering human spammers. It looks like I will need to handle it the way spam is handled here at Dynamic Drive and delete it manually using my best judgment.
