drop line menu not working at all

i copied the code for this drop line menu,

installed it exactly where and how it should be.
i kept all defaults (i simply wanted to put the menu in, then make adjustments later).

the root level of the menu is there and the links work, but theres no drop.
no sublevel menu.

what did i do wrong?

I did not have time to wait for a reply to the post.
i was under time constraints so i found another menu that worked for me.

as i still would like to figure this out,
