If you only want a simple comments board try Tag Board, you cant have threads and so on but it is the simple to use. Whatever you use be prepared for people to make snide comments, make unconstructive critiscism and post spam.

you could use my super cheap method of having a form post to a html file and put an iframe in the page where you want the content to appear, then scroll the iframe to look at the newer posts.

But then anybody can post and view on the forum, and I'm not sure how to make a login/access system, so anybody/+bots could post on your "forum".

You can only expect snide comments if there's something worthy of them

Oh on some of the forums I read sometimes you only have to ask a question in the wrong way to offend someone...

We're talking guestbooks here. If your site is tag soup, you can expect someone to comment on it.
