Step Viewer: Overlay navigation circles on top of the images in the panels?

3) Describe problem:
When i try to position the navigation buttons (circles, not arrows) so they overlay the image in the panel, it does not move up. I tried adjusting both the z-index in the style as well as the zIndex in the JS with no luck.
