I don't totally understand what you want to do, but I think what you want is..when your site is visited theres a pop up appear in your site that can be clickable?

if you are using wordpress a lot of pop ups plugins that you can use,,, just google it.. good luck!

yeah, you can use any type of Lightbox script ( I prefer using Shadowbox), and make it load on page open. There is a great abundance of materials/info on the net...
