Drop Down menu disconnected

If you use the drop down menu a couple of items (residency rules and Drop and withdrawal) are supposed to have submenus off of those. They work great in Firefox, but in IE the submenu is disconnected for the residency rules and does not work at all for the Withdrawal. Can someone please help me with this?
