Cross-browser marquee speed

Am using the cross-browser marquee on several sites. All is working fine, except that a few users say that the scrolling is too fast, while others say it's rather slow. Is this a function of their computer's processor speed? If so, is there a way to programatically determine the processor and then adjust the marquee's speed accordingly?

Generally, if you set the speed fast, it will get slower sometimes.
But if you set it slow, it'll never get faster.

Yes, it's a system resource/browser issue, and there's not really a feasible way to get around it but to change the scroll speed to quite low. I find the scroller I use on my site to never change speed.
