Tool Tip dissapears in the after refresh

Hi There,

I am new to PHP. During one of my implementation where I am using PHP to generate a tool tip to display the information on hovering over the element. I have encountered a problem where the tool tip is getting displayed as a dark line after the refresh of the browser. However on the first load the tool tip works perfectly fine.

Could you please let me know if this is very specific to the browser....... or has some thing to do with my code...?
