Out of curiosity, what exactly are you looking to do? For example you could use

fireftp, an addon for firefox or
Filezilla, which is not browser dependant.

I created one of my own here for fun, but it is still a slow work in progress. Basically it allows the user to display and edit flatfiles. I created it because I wanted something that was tied to my website, and could be used on any computer without having to download software and could be used in any browser.

Or are you talking about something else entirely like using a form to load, edit, save changes to documents as well as creating new documents as needed, which arre stored in your database. I guess that in contrast to flatfile manipulation this would be called database management.

If you are "not a programmer," I would recommend using an existing CMS (like drupal, wordpress, concrete, etc.).

If you wish to learn how to program stuff yourself, I would recommend starting with a much simpler project. When you've learned enough that you suddenly realize, "hey, I could just make my own CMS" without looking for a tutorial, then you're ready to try.

I completely agree with traq. A CMS is a great way to make everything easier, but trying to create a new one yourself won't make anything easier at all. It's not that you can't do most of it as a learning experience but that certain details (mostly the random problems you'll run into) will be almost impossible to solve if you're not experienced. An existing CMS should be pretty easy, though it can also help to learn a bit about the language(s) you'll be using.
