Issue with DropDown and IE8 and

For formating reasons, etc. I include as the first line of each HTML page the following line:
<!DOCTYPE html PUBLIC "-//W3C//DTD XHTML 1.0 Transitional//EN" "http://www.w3.org/TR/xhtml1/DTD/xhtml1-transitional.dtd">
In IE7 and below when I include that line the drop down menus work fine. However, in IE8 the drop down menus do not work.
Here are two examples:
1) http://www.ernst-allen.com/TEMP/test-with.html (this includes the offending line and the drops down menus do NOT work).
2) http://www.ernst-allen.com/TEMP/test-with-out.html (this does NOT include the offending line and the drop down menus work perfectly, however, you will see the formating is off).
