what is wrong with my scrolling marquee?

That script is a little messed up (old) and you could have configured it a little better as well, particularly the marqueeheight variable. The use of <center></center> tags around it is redundant as its internally created table is already align="center". Adding those <center></center> tags actually messes up the functioning in IE, so don't use them. Here is an updated version that should work OK for you:
