Accordion Content - Force Header To Stay Open

3) Describe problem: Is there a way to FORCE lets say headerbar 0 to always remain open? I would still want the others to close onmouseout, but to always have headerbar 0 open.

I don't see onmouseout as a default in the script. Can you link to your page so we can see how it is configured? You can probably do this with a conditional (if) statement.
