If an XML submission process is said to accept files with UTF-8 characters in the Latin (Roman) and Greek set does that mean it doesn't need entities and can take µ instead of μ and &# 956;?

Corrections to my coding/thoughts welcome.
I think that would be the case, since that is a Greek letter. What is strange is that UTF8 isn't just for Latin and Greek. Perhaps they only listed those, or maybe it doesn't allow for others, like Chinese characters, probably for some other reason than UTF8/xml.
