ASPX web config problem

Hi, everyone...
I have a problem with my website, it's not under my development actually, that's my senior project, and now he run away when aour company got a problem, what a jerk.

But by the way, here is the problem:

When we open
http://gmgb.bayimilna.com

the website redirect to undermaintanance page

but when we open
http://gmgb.bayimilna.com/pengumuman_pemenang.aspx
It's work perfectly, how come that problem happen?
I already check to the ftp server, it's work....
