Can you make the menu extend past the frame?

I have this code on my page, in a frame that is on the top. I'm using it as a re-design for my schools webpage. I was wondering if there was any way to alter the script so that the menus extend past the frame, down into the page, because as of right now they scroll up because there is not enough room. If you need any more information, I'd be happy to supply it. If this can't be done, just say so. I'll be happy to recieve any information you can give me.

if your working in a frame (which is another page view) how would you expect it to overlap!!!!.. try putting the menu on the main page... then even if you have frames of other pages near it, it will still work as you want.
