You need either server side code on a Windows server that has certain features enabled to fetch the images of the sites, or a third party resource to manage procurement and supply of of said images, or you have to make your own images and have them ready to go when needed. After that, any one of at least dozens of tooltip type scripts can handle the hover and display functions.
Do you have a server that can do that part?
If not, here's a third party service (not sure how reliable it is, there are others, not all are free):

Use Google to find more. Google can be used to find tooltip type scripts as well. If we had a link to the site where you got that screenshot, we could probably see if the script used there is available and/or commercial/free and/or of what type (server side assisted, third party assisted, or images at the ready) it is.

Its is part of a whole template that i downloaded.
Then you already have the code. So the question becomes, "Can you either publish it so I can see it live somewhere, or attach it here so I can have a look at it?"
And if you already have the code, "What do you need my help for?"
Also, many templates prohibit reverse engineering. If this is such a template, all I can (according to the TOS of the template and this forum) tell you how to do is how to achieve a similar effect.
