CSS pagelayout problem with "CSS Top Frame Layout"

1) Script Title: CSS Top Frame Layout
This is a two rows liquid layout with the top row being static, always in view.

3) Describe problem: This CSS layout does not operate property on the iphone or ipad. If content goes beyond the fold there is now way to scroll up.

it works on my side, but you will need two fingers two scroll up and down
afaik this is a native way on mobile safari to get frame content scrolled
