Hmmm those rates are simply too low IMO for you to get a decent graphics designer to work for you. If you're on a tight budget you can instead try a free online banner maker, such as: http://www.bannerbreak.com/

Why not go to this site, and see if you like the style of any of the graphics there,
and then email the artist(s)?
