Yo, just checked out your code in Dreamweaver and it has two body tags on the page...
If you remove the first body tag and change your second one to this:-
<body leftmargin="0" topmargin="0" marginwidth="0" marginheight="0" bgcolor="#CFCFCF" background="images/background.gif">
EDIT: I just combined your two body tags here, up to you if you keep all the attributes.
That puts it in to center in Dreamweaver, give it a go and see if the browser renders it that way.
