identify IE browser & pop message?

Anybody have a simple & efficient script that will determine if a user's browser is Internet Explorer, and then pop up a warning box?

Of course, my site is now having issues with IE8 and I want to pop up a warning to turn on/off compatibility mode.

geez why can't MS get with the times and make their browser cross compatible with everyone else....
