Fast blur (I think that's what it's called) or Gaussian blur is probably best. I use gaussian blur, but it takes a little more time to render.
Create the right radius (probably about 30-50px for text that size, more if the image is bigger). It may not be very bright. If you want it brighter, duplicate the blurred layer until it looks correct. You can adjust the opacity of the blurred layers to have more control. For example, use one layer at 100% and one layer at 50%, then it will be half again brighter.
