help with image w/ tooltip 2.0

3) Describe problem: I've decided to use the script under "image effects"; the first one listed- "image w/tooltip 2.0". It will work perfectly for what I need! It seems so simple, but I need help. In step one,
where exactly do I insert the tooltips? It says "near the top", can I see a screenshot of where? Sorry to be a pain, I just need a little more visual help

The example "link 4" is what I need to acheive. Okay, I think I know how to define my tooltip...we'll see. I'm a little confused about step 2 as well, but I'll just start with this problem first. BTW, I'm using NetObjects Fusion, and I need to use this script in a MultiLayout Region, if anyone is familiar.

Open your page in a plain text editor like NotePad and find the title tag, it should look something like so:

<title>Whatever</title>

Put the code for step one right after that.
