Cross Browser Marquee II in Netscape 7.1

I'm having a problem with this script in Netscape 7.1. While it's loading, there's a lot of white space on the bottom of the page. The scrollbar starts off short and then becomes longer as the javascript is loaded completely. I've found that the only way to eliminate this problem is to reduce the amount of text which is not an option. I'm also having a similar problem in Opera 8.0 except that the page always has the white space on the bottom. Does anyone have any ideas?

This is a known issue with some versions of Netscape, even Firefox. I'll need to find time to revisit the issue and see if there's a fix. If so, I'll update this thread.
