those are Google search results, not site maps.

a Site Map is like a directory that shows all the pages on your site - you write and maintain it yourself, on your website.

Google sometimes shows something of a site index under popular sites (Dynamic Drive, for one), but that's something they pick and choose - you can't do anything about it yourself.

You cannot control the way Google displays its search results.

Some sites that google considers popular or authoritative are listed in a "site map"-like format (like your pic #1), but, as I said above, they decide which sites to list in that way. You can't do anything to force it.

    1. Make your site good, so that google will decide to list it that way.
    2. Decide which pages you want to make good, and those will be listed. Google will decide which pages to list, so that will be based on the most popular pages, maybe the pages with the most information.

You can submit your webpage to google and look at the options for that, but I don't think they allow you to change how it is displayed on the search. Maybe in the future they will add some options, but I do not think that is going to happen (at least not soon).
For example, you can start here:
    http://www.google.com/addurl/ or http://www.google.com/webmasters/
